Abstract

This study intends to evaluate Indonesian government strategies for dealing with the Covid-19 pandemic's high rate of mass layoffs. The labor market has been significantly impacted by the Covid-19 outbreak. This study employs a qualitative methodology, gathering a range of information and relevant sources. Information regarding Indonesian government policies, issues with layoffs and the law there, as well as the country's economic status in light of the COVID-19 pandemic, acquired from literary studies, journals, and other relevant sources. In this essay, the author separates the data into three categories: the instances of layoffs in Indonesia during the Covid-19 outbreak; government policy to address the issue; and implementation of government policy to address the issue. The analysis discovered that the Indonesian government has put repressive and preventive measures in place. Preventative measures, such as offering incentives and lowering working hours and worker compensation, to avoid layoffs. Repressive measures were also put in place to lessen the effects of termination of employment under the pre-employment card program. Although the pre-employment program would be more effective if the training were conducted on-site at the training center, it is less effective because it is conducted online. Programs to manage workforce, enhance quality, and ensure legal protection must be strengthened by the government. The workforce, the government, and business actors must all participate in a complete bottom-top strategy.

Abstract

One of the global challenges is the increasing amount of waste generation.  In Indonesia, there is an average increase in waste of around 7.02% after a year.  Efforts to reduce waste generation are a very important issue. The impact of waste generation can reduce environmental quality and even have a bad impact on health. The Tabalong Regency Government is one of the districts that seek to overcome the waste problem, changing the paradigm of waste management by issuing local regulations regarding waste management is a step that is trying to be implemented. The research was conducted in Tabalong Regency, South Kalimantan Province, using a descriptive qualitative approach and to analyze the phenomena that occurred then analyze them using an interactive model to find an analysis of community-based waste management in Tabalong Regency. The research was conducted by interviewing the Head of the Tabalong Environmental Service with a dissertation of supporting documents accessed through the National Waste Management System page. Based on the results of the study, it was found that the Tabalong Regency government has committed to waste management to support national waste management policies to reduce waste generation. The commitment of the Tabalong Regency Government is contained in Regional Regulation Number 14 of 2017 concerning Waste Management with an emphasis on community participation as an effort to reduce waste from the source. The Waste Bank and TPS 3R programs involve community participation in waste management.

Abstract

The increasing population growth in Tangerang City impacts environmental management related to domestic wastewater. This research was conducted because previously, it was found that there were problems in wastewater management in Tangerang City. This study aims to analyze the policies in domestic wastewater management in Tangerang City. The problem of this research is analyzed by public policy theory, based on the content and actor approach of public policy. The method used in this research is qualitative research. The data was obtained from several sources, such as primary and secondary data. The primary data consists of interviews with informants, which a purposive technique has decided. The results of this study explain that the Tangerang City Government applies the SPALD-S and SPALD-T strategies in the sanitation management chain in Tangerang City. The existence of a service function is not optimal because the service orientation needs to try to maximize its function. Then, public access to information is separate from socialization and education programs. This study concludes that the sanitation management provided by the relevant agencies is still faced with several obstacles, such as service orientation that has not been maximized, the lack of public access to information on management services, and the infrastructure of the sanitation management chain, which is considered insufficient.

Abstract

The success of the Musrenbangdes policy implementation will always be determined by various factors. Inhibiting factors are often the cause of the ineffective implementation of a policy. This research was conducted to look at the inhibiting factors in making Musrenbangdes policy which is seen in the scope of deliberative planning. This study uses a descriptive research method with a qualitative approach. The data analysis techniques used by the researchers are interactive models from Miles and Huberman. Research conducted in Pulau Rimau District, Banyuasin Regency, South Sumatra found that there were inhibiting factors in the implementation of Musrenbangdes that led to the decision-making process in deliberative planning. Some of these factors are the involvement of community interest groups that have not been fully involved or are still in the form of representatives. Determination of participant representatives in Musrenbangdes has not been seen based on age group which causes inclusiveness of public involvement to be not created. In addition, public involvement has not been seen based on socio-economic backgrounds such as education, employment, and the strategic location of activity locations. This has an impact on the deliberative planning process that has not been able to run effectively and inclusively. The involvement of interest groups, age groups, social and economic backgrounds of the community is important to consider in determining Musrenbangdes participants to create a deliberative planning process that accommodates all stakeholders.

Abstract

The current study investigates factors affecting military expenditures within the Asian-Pacific context. By doing so, a period ranging from 2005 to 2021 was selected with ten diverse countries from the region. Several statistical analyses consisting of an OLS, fixed & Random effect was performed. Whereas a quantile regression was also included to capture the omitted effects of the panel data. Likewise, an FMLOS was used to better evaluate the long-run effect and the relationships among the factors. According the findings, financial development (FND), Trade (TR) and Technological innovation have positive effect on defense expenditures, the following effect was backed by the FMOLS estimates which demonstrated a similar finding making the results more robust. On the other hand, economic growth (GDP) and bureaucratic effectiveness (BR) displayed a negative sign in the rise of military expenditures. At the same time, FDI inflow manifested a positive significant effect, but, only in the OLS model and through the upper percentiles. Overall, the research is the first to encompass several macroeconomic factors with other external variables to assess Asia-pacific security expenditures. And indeed, with the current global conflicts, it is hoped this research will provide a decent information about the ineffectiveness and effectiveness threshold of increasing defense expenditures.

Abstract

Child-Friendly City is an effort to make cities safe, decent, and friendly for children. Child-Friendly Cities is a child-based development system integrated with government resources, the community, the media, community organizations, and the business world to guarantee children's rights. The City Government of Banda Aceh 2022 has again won an award as a Child-Friendly City in the Nindya category, and this category has increased at a level compared to last year. This achievement must be connected to the role and involvement of the government, the private sector, and the community. Therefore, this study aims to determine how far the Collaborative Governance process is in Creating a Child-Friendly City in Banda Aceh City. The research method used is a qualitative method with a type of research with a literature study approach obtained from books, journals, regulations, written sources, both printed and electronic, and others relevant to this research. After the data is collected, it will be analyzed following a research discussion raised using an interactive analysis model. The research findings are that the City of Banda Aceh can become a fully Child-Friendly City if it involves various parties or partners in making it happen. This is seen from three dimensions, namely (1) Principled Engagement; (2) Shared Motivation; (3) Capacity for Join Action, where collaboration between parties goes well.

Abstract

Waste management must start from the initial waste disposal site, both at household, institutional and temporary disposal sites. The involvement of shareholders is very much needed in waste operational activities, because they have their respective duties which include starting from the stages of taking, processing, then final disposal, and utilizing waste. Likewise, the government certainly has other ways of controlling waste by involving the participation of the community. Because the role of the government is very crucial, it can be in the form of direct assignments to the community through the relevant agencies, or in the process of enforcing the rules that have been applied. The research used is a qualitative-interpretative descriptive method with a phenomenological approach as an exploration in the application of the e-performance system to government employees in Subang district. This study focuses on the Subang Regency government's policy in managing community waste. The purpose of this study is to measure the extent to which the Subang Regency Government implements policies related to waste management. 5 of 2018 has not run optimally, the availability of facilities and infrastructure such as government-owned waste banks so that the management of waste services is still low, then socialization has not been maximized so that people lack awareness in disposing of waste.

Abstract

The increase in the number of civil servants retiring every year and the high life expectancy makes the pension fund increase every year. With the pay as you go scheme currently implemented, the APBN's fiscal burden is even higher. For this reason, the government plans to change the civil servant pension system to a fully funded system. The purpose of this research is to look at the challenges in implementing a fully funded scheme for civil servant pensions in Indonesia. The research method uses a postpositivist approach with primary data obtained from interviews with informants from members of the DPR RI legislature in the field of finance, experts from Commission XI DPR RI and public policy researchers. Secondary data were obtained from literature studies, documents and relevant government reports for analysis. Data processing techniques with open coding, axial coding and selecting coding with illustrative analysis assisted by NVivo12 plus software. The results of the study show that the government must reform pension fund management institutions, pay close attention to the investment climate, transition data on new schemes that need to be regulated by the ministry for the utilization of the state apparatus, the national staffing agency, the ministry of finance and local governments. In addition, this fully funded policy requires consistency over a long period of time to have an impact on the state budget and education for civil servants. In anticipating a new pension scheme, the government needs to prepare a roadmap for the weaknesses of the fully funded scheme, especially aspects of investment risk and civil servant pension insurance.

Abstract

This study aims to analyze and describe how the implementation of the supervisory function and strategy of the Batu City DPRD towards tourism governance in Batu City. In tourism development projects in Batu City, the DPRD has a role as an actor in making regulations or approvals before the development runs. The supervisory function of regional regulations is very important which provides an opportunity for the DPRD to be more active and creative in responding to various obstacles to the implementation of regional regulations. Supervision of regional administration is a process of activities whose purpose is to ensure that local government runs effectively and efficiently in accordance with the plans and provisions of laws and regulations. Therefore, the author here will analyze the supervisory function of tourism governance policies in Batu City to find out whether the tourism development program is running in accordance with the governance policies known by the DPRD. The research methods applied to this study are qualitative research methods for content analysis and interviews with staff of the Batu City DPRD secretariat regarding the supervisory function. The results of the study revealed that the potential for tourism governance in Batu City has several aspects. The outcomes of the study helped shape and advance the supervisory role, specifically with regards to the execution and administration of tourism in Batu City. The limitation in this study is that the data used is still limited to the type of skunder data, namely documents and journals related to tourism governance in Batu City. The next research needs to use skunder data.

Abstract

Banjarbaru city government's efforts to improve the development of tourist destinations by enacting Banjarbaru City Regional Regulation Number 3 of 2019 concerning the 2019-2034 Regional Tourism Development Master Plan. However, the implementation of the tourist destination development plan has not been fully achieved. The existence of gaps or gaps in the implementation of the development of tourist destinations, especially Kampung Sayur  tourism in Banjarbaru City, is influenced by resource factors which include human resources and facility resources, so the needs of tourist destinations have not been fulfilled. Namely attractions, accessibility, facilities and additional services. This study aims to determine the gaps in policy implementation in the development of Kampung Sayur thematic tourism in Banjarbaru City. This research method uses a qualitative approach. The collection technique was carried out through observation in Kampung Sayur and interviews with several informants, including: (1) employees of the Department of Youth, Sports, Culture and Tourism of Banjarbaru City; (2) the Head of Agriculture and Plantation Service of Central Ulin Village. The results of the study stated that the development of Kampung Sayur tourism in the North Ulin District had not been carried out. This is influenced by several inhibiting factors, including the absence of Kampung Sayur tourism center, the absence of vacant land owned by the government village for infrastructure development as a means of supporting tourists, the absence of public transportation access, and the absence of Tourism Awareness Group (POKDARWIS).
